Here, “yank” means “to revoke”, “to cancel” or “to stop.”
So you could say, “Trump Will Stop Giving Money To States who Give Driving Licenses To Truckers Who Don’t Know English.”
That’s nice.

Chil, I think it means “relax and take it easy “
I have just heard chilly related to the weather.
Nowadays in Spain teenagers use the word “chill” as a slang. They speak Spanish but “chill” to say they are relaxed at someone ´s place taking beers, for example.
Chill = cold, cool
Chilly weather.
Chill has become an international word in conversations. I can hear these sentences in Estonian:
What did you do in the evening? We were just chilling outside with friends.
Or if your friend is wery nervous, you can say to calm him down: you need a chill-pill.

In Austria young people are using the English word “chill” for having a relaxed time. Funny is their German language adaption in declining “chill” like in the German language… 😅
